Looks like traits are given for special events, accomplishing tasks and for level ups - chances are quite low though. As an example: Your researchers won't get any additional traits usually due to the "lack" of tasks they are doing - but your explorers are quite likely to get one or two due to exploring (which also grants more xp overall)..
