It seems like you either have to use the Blizzard unit frames in order to have the new Blizzard cast bar, or use the ElvUI unit frames but have to stick to an ElvUI cast bar. Do you mean Blizzards cast bar or the ElvUI default one? because if its the ElvUI default one, just type /ec and it should be in the options somewhere. I mean the ElvUI one.
