Its supposed to be a military housing town for Fort Knox, the military base. It's not in the game yet but it's planned, I think. In the middle of the town there's a Community Center with the largest library in KY. Two floors, several rows of bookcases. The base itself is located close to the southwest edge of the map, deep in the wilderness, very far from everything. Just glancing at the map makes it very much stand out from its surrounding wilderness.
